This appears to be part of an intermediate series. 
Cohen, Ed. I, page 305, no. 621 lists this obverse and 
reverse but with VIRTVS AVGVSTI, and Ed. II (nos 852-857) 
also has VIRTVS AVGVSTI with various bust types, but not 
this obv. legend.
