(most important) the obverse break and visible ending of the obverse legend. 2. The reverse type with the emperor *helmeted* and standing *left*. 3. The visible part of the reverse legend (-PVBLICE). Amongst many thousands of reverse types from the period, the only coin which matches these three characteristics is RIC 319 of Rome for Julian II.
