Galba, a wizened old aristocrat from a venerable Roman family, was governor of Spain in April, 68 AD, when Nero's regime began to collapse back in Rome. Vindex, the governor of Gaul, rose in revolt, and Galba lent his prestige to the cause. Vindex was crushed by loyalist legions, but Nero cracked up and killed himself anyway, and Galba found himself pronounced Emperor by the Senate. He made his way back to Rome and embarked on an austerity program to restore the state's finances after Nero's overindulgence. The Praetorians had been promised a big bonus by one of Galba's supporters, but Galba refused to pay up, remarking, "I choose my soldiers; I do not buy them." Disaffection spread rapidly through the ranks and populace, who were not ready for Galba's bitter medicine. He attempted to salvage the situation by adopting a likable young aristocrat, L. Calpurnius Piso, as his successor, but this only alienated his earlier supporter Otho, who had hoped to be chosen Caesar himself. Otho incited the Praetorians further, and they murdered Galba and Piso on January 15th, 69 AD, only seven months after Galba had been proclaimed Emperor. Seldom had a reign begun in such high hopes collapsed so quickly. In a typical turn of phrase, Tacitus said of Galba, "it was commonly agreed he possessed the makings of a ruler--had he never ruled."
