His personal qualities were not terribly attractive--he was vain, suspicious, something of a plodder. He was an indifferent general, managing only a stalemate against the aggressive Persians and suffering horrendous losses during his ultimately successful struggle against the usurper Magentius. But he was hard-working and dutiful, taking his job as Emperor very seriously. He made the system he inherited from his father work, and the Roman Empire reached an equilibrium during his reign that neither civil wars nor the disastrous foreign adventures of his successor Julian could seriously disrupt.
