Victory standing facing on prow, head left, sceptre in right hand, left hand on shield SMTSE in exergue 15mm x 16mm, 1.11g RIC VII, 230 Grade: aVF, rough flan In the footnotes in RIC VII p. 530, the differentiation of the issues of Vrbs Roma and Constantinopolis are explained. "The module appears to constitute the only difference between this issue and the two preceding ones...The weight range for the UR and Cp coins is 1.20-2.00g and there is no heavier Gloria (Exercitvs) coin of the 1 standard type in the entire issue... Of 27 coins, the average weight is 1.52g." On this example, despite the blundered obverse legend, the style and fabric are as one would expect from Thessalonica at this time. Thus, I suspect this is an official issue with an obverse legend error.
