Antony gave the kingdom to Cleopatra as a gift. The attribution of the countermark to Cleopatra is speculative, but the evidence seems to fit. Countermarked bronzes with the head of Cleopatra VII are known for Antioch, Chalkis, Seleukia and Laodicea.
